The easiest way to figure it out would be to time it.
If the duration is 10 seconds, then consider the following:
Scenario 1:
10 seconds + 50% = 15 seconds
Scenario 2:
10 seconds + 20% = 12 seconds + 30% = 15.6 seconds likely rounded to 16.
Use a stopwatch and conduct the experiment. Let us know how you fair.
PS - I recommend using a skill with a longer duration - say about 30 seconds... the differences will be more pronounced (45 seconds vs 47.8 seconds)

I tested it using my Yakslapper with a 10-second Aegis and a 30% Blessed Aura. Aegis has a 30 second recharge, 15 second with the faster recharge chance from the Yakslapper. I kept recasting till I got the %20 percent faster recharge chance. If Aegis lasts 15 seconds it should end right as I'm able to cast it again. If it lasts 16 seconds it should last through the first second of my next cast.
Check out the screenie.

Which is wierd becuase every other stacking method in GW uses method 1. For example, Adrenaline Boosters, they stack like 1."For Great Justice!" + Battle Rage does not equal 300% adrenaline it equals 250% (for those that are confused, Ensign did some testing... "FGJ!" only gives 50% more adrenaline not double). I wonder if equipment mods interact differently with skills then skills with each other. Like if you use a Furious Pommel with Battle Rage does it net you 4 adrenaline when the pommel activates?
And just to get it out of the way now...
My skill bar sucks, and OMFG Unyielding Aura I R Teh Noob! (Honestly I can't find an elite that seems to fit in this build, Shield of Regen is nice but I don't like the 20 sec recharge, Life Barrier is cool but it seems like I'd be maintaining too many enchants.)

You're not Teh Noob.
Add in Spell Breaker as your elite and give every damned Rend Enchantment / Shatter Enchantment caster (PvE or PvP) a real run for their money. Muhahahahaha...
In fact.. in PvP, most mesmers will cast a stack on the monk to shut them down and often don't wait for the first spell to finish before casting the next. Spell Breaker will shutdown the mesmer instead because they lose the energy for casting the spell, and have to wait for the spell to recharge to cast it again (like oh say... backfire - or power spike - or shatter enchantment, etc)

They loose energy, but spell doesn't recharge.

i think you are mistaken about rounding because all numbers in the game are floating numbers. i have a nice proof of it. i was killing low level monsters and it said "0 xp" but i after a while i gained a lvl. all numbers in the game like, hp regen arrows, health points, energy storage, etc. are floating numbers, not integers. it may show as if you have a 3 arrows of hp regen but it maybe 3.4 or 3.9 but it shows it as if you have only 3 arrows.
